PROBLEM TO BE SOLVED: To provide a floor heating panel capable of improving work efficiency by preventing small joists from separating from a panel formation body. SOLUTION: This floor heating panel comprises a panel main body 40 constituted by arranging the plate-shaped panel formation body 4 provided with long bodies 2 for heating and the small joists 5, and a sheet-like soaking body 3 fixed to a front surface side of the panel main body 40 over the panel formation body 4 and the small joists 5. The sheet-like soaking body 3 is provided with a soaking body part 3K for the small joists corresponding to surfaces of the small joists 5 and a soaking body part 3P for the panel formation body corresponding to a surface of the panel formation body 4, separated from each other, or a cut line 3s for separating them, and a sheet-like holding body 14 is fixed to a rear surface side of the panel main body 40 over the panel formation body 4 and the small joists 5.
