PROBLEM TO BE SOLVED: To provide a resin composition for aqueous coatings that is well-balanced among corrosion resistance, drying properties, water resistance and film hardness of a coating film and exhibits excellent effects, and an aqueous covering agent comprising an aqueous resin composition for aqueous coatings. SOLUTION: The resin composition for aqueous coatings comprises a composite (A) obtained by polymerizing an ionic group-containing vinyl monomer (2a) in the presence of a fatty acid amide-modified epoxy resin obtained by causing a bisphenol-type epoxy resin (1a) to react with at least a fatty acid amide (1b).
