<p><P>PROBLEM TO BE SOLVED: To prevent image quality from being deteriorated by block noise of an encoded image in performing control for changing the number of pixels of an image. <P>SOLUTION: Information (coding amount control information) of a code amount to be suppressed is feedbacked to a filter coefficient correcting part 203, and resize processing part 112 for changing the number of pixels of an image signal integrates and controls frequency components for controlling the code amount.
