PROBLEM TO BE SOLVED: To provide a charge control agent having superior charge control performance, and to provide toner capable of obtaining images of high image quality, regardless of the usage environment by having charge rise characteristics. SOLUTION: The charge control agent comprises a specified gallic acid-based metal complex. In addition, in the toner containing at least a resin, a coloring agent, and the charge control agent, the charge control agent contains the specified gallic acid-based metal complex.
