PROBLEM TO BE SOLVED: To provide a content sharing controller and a content sharing device to be controlled, and a content sharing control program and a content sharing program to be controlled capable of sharing content between receiving side devices via an external network under the control of a broadcasting company without the needing of a large amount of management cost. SOLUTION: The content sharing controller 1 shares and uses content in receiving side devices by transmitting content sharing permission information Ic being information indicating that content obtained by decrypting encrypted content received by a receiving side can be handled as sharing content shared between the receiving side devices and content storage key information obtained by encrypting a content storage key Kc for reencrypting the sharing content with a work key Kw, and is provided with a content storage key information generating means 9 and a multiplexed signal transmitting means 13.
