PROBLEM TO BE SOLVED: To provide a photoreceptor cleaning device capable of restraining particles larger than toner particles, such as fiber of transfer paper, from being caught between a polishing member and a regulating member. SOLUTION: The photoreceptor cleaning device includes: the polishing member 22 disposed in contact with the surface of the photoreceptor 14 in order to remove untransfer toner remaining on the surface of the photoreceptor 14 after image transfer on the surface of transfer paper; a main regulating member 23 for removing the untransfer toner adhering to the surface of the polishing member 22; and a sub-regulating member 24 disposed upstream of the main regulating member 23 and removing or erecting foreign matter larger than the untransfer toner particles adhering to the surface of the polishing member 22.
