PROBLEM TO BE SOLVED: To provide an electrode state deciding device for deciding the quality of an electrode state, after the transfer of solder including the omission of bumps, and to provide an electrode state deciding method. SOLUTION: A soldering bad state is decided when the brightness at a place where the bump 16 is formed exceeds a first threshold TH1 and a soldering proper state is decided when the luminance is present between the first threshold TH1 and a second threshold TH2 while a bump omission state is decided, when the brightness is less than the second threshold TH2. Since the quality of paste transfer including the omission of the bump can be decided on the basis of the brightness, the device or process related to decision can be simplified and the reduction of cost and the enhancement, in the production efficiency can be realized.
