An anti-viral agent is provided to be richly obtained from waste materials of shells, which is environment-friendly and harmless to human, thereby being applied to an anti-viral material such as a mask, a filter and a feed. An anti-viral agent comprises fine sintered and crushed materials which is obtained by sintering at a temperature of 700-1,500 deg.C and crushing shells or coarsely broken shells, wherein a volume average diameter of the fine sintered and crushed materials is less than 15 micrometers. An anti-viral material comprises the anti-viral agent. Further, the shell is a scallop shell.
