An impact energy absorbing steering column for a vehicle having a wire capsule is provided to easily control an initial load, which is more complicated than that of a conventional molding type capsule according to the diameter of a wire, bending shape and slit size. An impact energy absorbing steering column for a vehicle having a wire capsule comprises a mounting bracket(110) and a wire capsule(200). The wire capsule includes a wire(310) having a bent portion(335) and a rounded portion(330), which guides the deformation of the wire upon vehicle collision, an upper cap(305) and a lower cap(315). The upper cap includes a bush(320) having a fixed hole for fixing the vehicle body therewith and a rest potion(325) coaxially extending from the bus to rest the wire on the rest portion, and a locking stepped portion(317) having a shape of circular disk to radically extend from the outer peripheral surface of the bush.
