A handle device of a portable receiving body is provided to make a handle body disposed stably, and to make the handle body returned to its original position slowly. A handle device of a portable housing body includes a handle body(1), an elastically supporting unit(2) and a braking unit(3). The handle body includes a gripping portion(11) across a couple of female portions(10) which are pivotally coupled to the outer surface portion of a portable receiving body. The elastically supporting unit makes the handle body disposed in a position where the gripping portion comes into contact with the outer surface portion of the portable receiving body. The braking unit operates braking force against the pivoting of the handle body by the elastic force.
