A developer restricting member having a coated layer and a developer cartridge having the same are provided to allow a developer to be properly transferred to a developer transfer element without being attached to a surface of a developer restricting member. A developer transfer element(40) attaches a developer to a photosensitive member(10). A developer restricting member(80) restricts the amount of the developer attached to the developer transfer element, which is provided at a region in contact with the developer transfer element, and includes a separation coated layer(85) made of a material with a weak adhesion with respect to the developer restricting member. The developer restricting member is formed as a metal plate member. The separation coated layer is provided at a contact region of the metal plate member in contact with the developer transfer element and made of a material with a weak adhesion with the metal plate member.
