A cooling and heating system using subterranean air and heat is provided to supply higher heat to a heat pump by inducing heat exchange between fluid and subterranean air before returning to the underground. A cooling and heating system using subterranean air and heat comprises an air intake pipe(10) having a tubular shape and formed with a plurality of intake holes. A heat recollection pipe(20) is installed in a drill hole to induce heat exchange between fluid and underground air. A heat pump(30) is connected to an outlet of the heat recollection pipe to exchange heat with the fluid passing through the heat recollection pipe. A heat exchange unit(40) is connected to an outlet of the heat pump and an inlet of the heat recollection pipe to allow the fluid discharged from the outlet of the heat pump to return to the heat recollection pipe.
