A method for preparing a PCBs decomposing agent, converting it into harmless one and recycling the harmless PCBs is provided to form solid bodies by cooling and pulverizing the slag and compressing the slag in a block shape. A method for preparing a PCBs decomposing agent, converting it into harmless one and recycling the harmless PCBs includes the steps of: producing powder containing metal salt by mixing CaO and QuartzPorphyry whose surfaces are coated with vegetable oil in PCBs(Polychlorinated biphenyls); solidifying by adding water after adding a curing agent to the powder; producing slag by adding pieces of glass to the solid material and heating; and forming a solid body by cooling the produced slag. 1-3 parts by weight of vegetable oil is added based on 100 parts by weight of CaO.
