PROBLEM TO BE SOLVED: To provide a technique for readily converting a dyed image of a color format into a monochromatic image, that is facilitated in image processing, and has high reliability. SOLUTION: This image representing device is equipped with a color system conversion part 10 for converting an RGB format color image 1, represented by a basic color into a HSV color system color image 2, represented by color phase and chroma; a non-coloring region separating part 20 for separating the non-coloring region and coloring region in the converted HSV color system color image 2; a hue value distribution analysis part 30 for analyzing the hue value distribution 5 of the coloring region; a hue value quantizing part 40 for quantizing the hue value of the coloring region to a unidimensional integer value, on the basis of the hue value distribution 5 and a region compositing part 50 for assigning a predetermined value for monochromatic image to each of the pixels of a non-coloring region 4; and assigning the quantized hue value 6 to each of the pixels of a coloring region 3, to form a hue monochromatic image 7.
