PROBLEM TO BE SOLVED: To provide a method for inexpensively producing a high strength steel having excellent CTOD (Crack Tip Opening Displacement) in multilayer welding of small to intermediate heat input. SOLUTION: The steel having excellent CTOD properties in the weld heat-affected zone has a composition comprising, by mass, 0.02 to 0.05% C, 0.10 to 0.30% Si, 1.7 to 2.7% Mn,≤0.008% P,≤0.005% S,≤0.004% Al, 0.005 to 0.015% Ti, 0.0036 to 0.0045% O and 0.0020 to 0.0060% N, and the balance iron with inevitable impurities, and substantially does not comprise Al.
