PROBLEM TO BE SOLVED: To obtain a cosmetic pigment having an excellent water repellency and greatly improving a feel, adhesivity and spreadability and a cosmetic containing the cosmetic pigment. SOLUTION: The cosmetic pigment is obtained by surface-treating pigment powder with a silane compound such as an alkylalkoxysilane, a perfluoroalkylalkoxysilane, etc., or a titanate compound such as an alkoxytitanium alkylate, etc., in water.
