PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a power transmitting chain to which, a pre-tensional force can be applied by using a cylindrical surface capable of being easily machined and measured instead of the pre-tension applied by a conical surface, which is difficult to machine and measure. SOLUTION: A pre-tension applying device 31 comprises a first pre-tension applying pulley 32 and a second pre-tension applying pulley 33. The pre-tension is applied to the chain by pulling the pulleys 32, 33 in the state that both end portions of pins 14 are supported by the cylindrical surfaces 32a, 33a of the respective pulleys 32, 33.
