PROBLEM TO BE SOLVED: To provide a water cleaning agent which can remove both of an anion such as an arsenate ion (an oxyanion) and a cation by adsorption, has no possibility of coming apart or draining away of an adsorbent when used in a water cleaning facility or a filtration tank, and is excellent in handleability. SOLUTION: The water cleaning agent is composed of a composite granulated body having a predetermined particle size range. The composite granulated body 18 is characterized in that powder of artificial zeolite being a cation adsorption component is mixed, in a predetermined mixing ratio, and integrated with powder of low-crystalline iron oxide being an anion adsorption component by using an organic polymer binder. The composite granulated body is usually composed of a core 12 and an outer hull 14, namely, a double layer of an artificial zeolite layer being the outer hull 14 and a low-crystalline iron oxide layer 18.
