PROBLEM TO BE SOLVED: To provide a method of manufacturing a water-soluble article with excellent productivity without enlarging a device, permitting even impregnation of an aqueous medicine. SOLUTION: A substantially water-soluble fiber sheet 21 including a binder is folded to make a folded body 21A, and the aqueous medicine including a cross-linking agent to the binder is added in the direction of thickness of the folded body 21A to obtain the water-disintegrable article 21B. Next, a plurality of the water-soluble articles 21B are layered in the vertical direction. It is preferable that the aqueous medicine is added by spraying the aqueous medicine from above the horizontally mounted folded body 21A.
