PROBLEM TO BE SOLVED: To provide a structure model creation apparatus, a structure model creation method and a structure model creation program which can easily create a three-dimensional model of a toroidal structure having cross sections of respectively different shapes. SOLUTION: A plurality of sorts of two-dimensional cross section models 20, 22 are created by dividing a cross section of a structure on a face including a rotational axis of the structure into a plurality of elements which is the finite number of elements and the arrangement of these two-dimensional cross section models 20, 22 is set. A three-dimensional model 32 of the structure is created by developing the structure in a peripheral direction according to the set arrangement of the two-dimensional cross section models.
