PROBLEM TO BE SOLVED: To provide a confetti-like silica-based sol in which silica-based particulates having a peculiar confetti form are dispersed in a solvent. SOLUTION: The confetti-like silica-based particulates having a plurality of wart-like projections on the surface of spherical silica-based particulates, which has a surface roughness (SA1)/(SA2) value of a specific surface area (SA1) measured by the BET method or Sears method to a specific surface area (SA2) measured by the image analysis method and converted from an average particle diameter (D2) in the range of 1.7-10, and the average particle diameter (D2) measured by the image analysis method in the range of 7-150 nm, are dispersed in a solvent.
