PROBLEM TO BE SOLVED: To provide an illumination device effectively using light sources such as LEDs for expressing and notifying state changes such as a change in a game state on a game board and visually expressing emotional changes in a character doll according to the progress of a game content, and a game machine. SOLUTION: This illumination device is provided with: board face components modeling the face 22a of a character which comprise eyeball recess parts 40 formed on eyeball formation parts of a face, eyeball pattern plates 45 attached to the front surfaces of the eyeball recess parts, translucent parts 46 integrated thereto along the lower edges of the eyeball pattern plates, through-holes 40c formed along the lower edges in the eyeball recesses and having a positional relation facing the translucent parts, and thin and translucent tearing-expression parts 51 formed on cheek parts 50 positioned in the lower parts of the eyeball recess parts; and a plurality of LEDs 61 disposed in positions corresponding to the through-holes and the tearing-expression parts.
