PROBLEM TO BE SOLVED: To provide a paper shredder with a safe paper sheet-inserting mechanism adapted to prevent human damage. SOLUTION: The paper shredder with a safe paper sheet-inserting mechanism has the paper sheet inserting mechanism in which an insertion receiving plate body 6 including an insertion receiving plate portion 6a, a guide receiving plate portion 6b, and a feed receiving plate portion 6c is fixed to a base frame 5, an upper surface swinging guide member 7 is disposed corresponding to the insertion receiving plate portion 6a of the insertion receiving plate body 6 to form an openable/closable insertion port 1, a guide space composing member 8 is disposed corresponding to the guide receiving plate portion 6b to form a guide space passage 2, a feed port composing member 9 is disposed according to the feed receiving plate portion 6c to form a guide feed port 3, and when the upper surface swinging guide member 7 of the insertion port 1 is opened beyond a predetermined interval due to insertion, entanglement, or the like of a foreign object, an opening/closing detection switch 11 detecting the opening is operated to urgently stop the rotation of a shredding cutter 4.
