<p>Disclosed is a compound having an activity of selectively binding to a glucocorticoid receptor (GR) and having less activity on other nuclear receptors such as a progesterone receptor (PR) or a mineralocorticoid receptor (MR). Specifically disclosed is a condensed tetrahydroquinoline compound represented by the formula (I), a pharmaceutically acceptable salt thereof, or a hydrate of the compound or the pharmaceutically acceptable salt, wherein each symbol is as defined in the description.</p>
