The network element (115) receives a relocation request message that comprises an identification of the shared scrambling code. A group processor (205) then determines a group of potential target base stations (111, 113). A request processor (207) transmits a request message to the target base stations (111, 113) that comprises a parameter indication for an uplink transmission from the remote station (117) to the base station (101) and requests the target base stations (111, 113) to measure the uplink transmission. A measurement processor (209) receives measurement reports for the uplink transmission from the target base stations and a selection processor (211) selects a handover target base station (111) based on the measurement reports.
