<P>PROBLEM TO BE SOLVED: To prevent false detection of a motion vector. <P>SOLUTION: In the motion detecting device 1, an evaluation value table forming part 11 calculates, for each of a plurality of vectors, an evaluation value for the degree of the vector showing a motion of an intended block, a threshold calculation part 12 calculates an evaluation value threshold for evaluating the evaluation value by use of pixels of the intended block. A candidate vector extraction part 13 compares the evaluation value with the evaluation value threshold, and selects a candidate vector that is a candidate of motion vector showing the motion of the intended block from the plurality of vectors based on the comparison result, and a motion vector determination part 15 outputs motion information based on the selection result of the candidate vector.
