PROBLEM TO BE SOLVED: To prevent deterioration of images caused by embedding a code even when a code is embedded into large-size image data. SOLUTION: In an encoder 100, source image data is divided into a plurality of blocks by a block division part 110, and the size of an embedding block is calculated by an embedding block size determining part 160 based on the resolution and embedding size of the source image data. When an encoding part 170 embeds a code into the source image data (block-divided image data), it manipulates the amount of features of an embedding block size area, instead of the amount of features of all areas in the blocks.
