PROBLEM TO BE SOLVED: To prevent wear due to one-sided local hitting between the outer peripheral face of a cam shaft and the inner peripheral face of a cam bearing caused by the inclination of the cam shaft. SOLUTION: A second clearance C1 between a driving shaft 3 and the cam shaft 4 is set to be smaller than a first clearance C between a journal portion 4c of the cam shaft and a cam bearing 10 to suppress the inclination of the cam shaft. A length L2 of a cam nose portion 7b of the other rocking cam 7 on the side of the other end 4b of the cam shaft is set to be greater than a length L1 of a cam nose portion 7b of one rocking cam 7 on the side of one end 4a.
