A panel for construction is provided to have excellent adhesive property and durability to a coated surface of an inorganic panel, and to have excellent functionality and decorative effect by applying inorganic paints having properties such as anion generation, far infrared ray emission, mold resistance and incombustibility, and water-based paints including pearl pigments having decorative effect to an inorganic panel. A panel(10) for construction is formed by coating one side of an inorganic panel with inorganic paints, coating the other side of the inorganic panel with inorganic paints and coating the upper part of the inorganic paints coated on the other side with water-based paints including pearl pigments, and coating the upper part of the water-based paints including pearl pigments, wherein the inorganic paints are manufactured with 15~20 weight percent titanium dioxide, 12~18 weight percent calcium carbonate, 2~8 weight percent talc, 2~5 weight percent acryl resin, 20~30 weight percent silicate, 3~10 weight percent anion generating materials, 2~8 weight percent additives and water to have excellent adhesive strength and durability, to generate anion, to emit far infrared rays, to have mold resistance and incombustibility and to have excellent water resistance, alkali resistance and washability resistance, and the water-based paints including pearl pigments are manufactured with 25~50 weight percent acryl emulsion, 10~25 weight percent pearl pigments, 0.1~5 weight percent antifoaming agent, 0.2~0.8 weight percent dispersants, 5~10 weight percent anti-freezing mixture, 0.5~1 weight percent surface modifiers, 0.3~1 weight percent thickener and water to form high brightness coating by light reflex and to improve the appearance of a panel, to remove offensive odors and to create the high-class indoor atmosphere with indirect lighting.
