<P>PROBLEM TO BE SOLVED: To make it possible to perform image information transmission in which packet loss is small in a multiple radio circuit. <P>SOLUTION: In a case of transmitting by MPEG2 in a route of a multiple radio circuit 7, all transmission packets can not be transmitted, missing of receiving packets occurs in decoders corresponding to IP 4-1, 4-2, and it is reported to a center device 10.
