<P>PROBLEM TO BE SOLVED: To provide a fuel cell capable of improving start-up properties. <P>SOLUTION: A fuel cell system (200) comprises the fuel cell (30) equipped with at least one cell (10), and a current obtaining means (50) for obtaining the maximum current that can be formed by the cell (10) at the time of non power generation of the cell (10). In the fuel cell system, the maximum current that can be formed by the cell can be obtained at the time of non power generation.
