<P>PROBLEM TO BE SOLVED: To equalize interferences of other cells due to other cell users, which are observed by a base station. <P>SOLUTION: A base station device includes: a determination means which determines whether propagation loss reported from a user device meets a prescribed condition or not; a means which generates an indication signal indicating whether the user device should reduce the transmission power or not in accordance with the determination result of the determination means in response to a request for power reduction from other cells; and a mans which transmits the indication signal to the user device. The propagation loss is derived from an average reception quality for a certain period and a required quality. Thus only user devices which should comply with the request for power reduction from other cells reduce the transmission power, so that interferences of other cells can be equalized. <P>COPYRIGHT: (C)2008,JPO&INPIT |
