PROBLEM TO BE SOLVED: To perform congestion control for effectively controlling congestion of a service network on an IP network for providing various communication services such as VoIP service.

SOLUTION: A VoIP network 10 of two layers of a subscriber accommodation node CL5 for dividing user terminals 80 connected to the IP network by area and accommodating user terminals 80 in each area and a relay node CL4 for relaying information between areas is provided with a congestion control server 101 for controlling a congestion state, and when the occurrence of the congestion or the likelihood of the occurrence of congestion is notified from the subscriber accommodation node CL5 to the congestion control server 101 when an edge router 15 routes a large number of control messages from the user terminal 80 to the subscriber accommodation node CL5, the congestion control server 101 transmits an instruction of regulation of an operation for routing the control messages to the edge router 15 to be an entrance to the VoIP network and regulates an input to the subscriber accommodation node CL5.
