PROBLEM TO BE SOLVED: To provide a rare gas fluorescent lamp for general illumination having a longer service life and higher luminous efficiency than a conventional internal electrode fluorescent lamp. SOLUTION: The double-tube rare gas fluorescent lamp comprises an arc tube filled with xenon gas, external electrodes provided in a prescribed manner apart from each other in the tube axis direction on the outer circumference of the arc tube, and an insulating tube body covering the entire arc tube, wherein the arc tube has a phosphor layer on the inner circumference thereof, the insulating tube body has a fluorescent layer on the inner circumference thereof, and the fluorescent layer on the inner circumference of the insulating tube body is excited by excitation light emitted from the phosphor layer provided on the inner circumference of the arc tube.
