PROBLEM TO BE SOLVED: To provide a polyol composition which contains water as a foaming agent and has excellent storage stability, and is used for rigid polyurethane foams excellent in foam stability, dimensional stability and a heat-insulating property, and to provide a method for producing a rigid polyurethane foam using the polyol composition. SOLUTION: This polyol composition which is mixed and reacted with a polyisocyanate compound to form a rigid polyurethane foam, comprises a polyol compound, a polyoxyethylene sorbitan fatty acid ester and a sorbitan fatty acid ester, a catalyst, and water as a foaming agent.
