PROBLEM TO BE SOLVED: To efficiently, flexibly, and automatically generate a source code. SOLUTION: A data flowchart generation means (12) generates a data flowchart (11a) formed by connecting function blocks including a start element showing externally input data, a normal element showing data processing and a terminal element showing externally output data, and enclosing the connected function blocks by frames. A source code generation means (13) traces the normal element from the start element to the terminal element according to priority order information along connection information in the generated data flowchart (11a), and also performs generation of codes corresponding to the function blocks to generate an executable source code (3).
