PROBLEM TO BE SOLVED: To provide with respect to a navigation user, in advance, the latest road map information, corresponding to actual geography. SOLUTION: Each of a plurality of mobile terminals 2, existing over a wide area, detects the positional information of own terminal, to collate it with the existing road map information, and then outputs own positional information to a server 1 as new road position information, when own positional information does not match the existing road map information. The server 1 receives, as needed, the new road positional information transmitted from the plurality of mobile terminals 2 to update the map information, based on the new road position information and keeps the newest map information, at all times.
