PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane, and its use, with protonic conductivity well secured, endowed with long-term durability, without fear of an electrode being peeled off, and with an excellent methanol shielding property without deterioration with time, in case it is used for a membrane-electrode assembly or a fuel cell. SOLUTION: The polymer electrolyte membrane contains at least a non-electrolyte ingredient, and a non-fluorine system electrolyte ingredient with a proton conductive group led in, with an ion exchange capacity of the 0.7 to 5.0 meq/g. Moreover, no virtual deterioration takes place in the polymer electrolyte membrane, before and after it is immersed in a 100°C, 64 wt.% methanol solution for 24 hours, and that, with an area change rate before and after immersion of the polymer electrolyte membrane in a 60°C, 64 wt.% methanol solution of 60% or less.
