PROBLEM TO BE SOLVED: To provide a raising seedling device with which a space required for plant growth can be formed at low cost and the size and the shape of which are made flexible. SOLUTION: The raising seedling device is provided with a cabinet body 1 housing raising seedling nursery beds 4 where plants and their seeds are put in position, and an LED illuminator 2 as a light source emitting light toward the inside of the cabinet body. The cabinet body comprises a box body 14 composed of a pair of surface plates 11, frame materials 12 placed at the peripheries of the surface plates, and a heat insulation panel 10 made of foaming heat-insulation material 13 charged in a space formed by both of the surface plates and the frame materials, a heat-insulating door body with which the opening part of the box body is opened or closed.
