PROBLEM TO BE SOLVED: To add a telescopic function in simple constitution by doubly using an electric motor 20 to add a rotation torque to a steering shaft 12. SOLUTION: A rotor 23 of the electric motor 20 is engaged in a hollow cylinder part 12a at a tip of the steering shaft 12. A sleeve 55 is provided to be spline-engaged over the outer circumferential surface of the rotor 23 and the outer circumferential surface of the steering shaft 12. When the sleeve 55 is positioned to a first position, the rotor 23 and the steering shaft 12 are relatively non-rotatable, but they rotate together. As a solenoid 51 is energized, the sleeve 55 moves to a second position, and the rotor 23 is disengaged from the sleeve 55, while rotation of the steering shaft 12 regulated by a stopper 55b.
