PROBLEM TO BE SOLVED: To promote heat exchange as a whole by improving heat transfer performance between a heating element 7 and each inner fin 4, and improving heat transfer performance of a plate 5 in an opposite side of the heating element 7 with respect to the inner fin 4. SOLUTION: A land part 9 for heat transfer promotion is provided in each inner fin 4, and the heating element 7 is fixed to the plate 5 or a tube 6 outer face in a position conforming to the land part 9.
