PROBLEM TO BE SOLVED: To provide a liquid developer and an insulating liquid that are not harmful to the environment and are superior in color reproducibility, as well as, in fixing property of toner particles on a recording medium, and to provide an image forming apparatus that uses such a liquid developer and insulating liquid. SOLUTION: The insulating liquid contains a sugar fatty acid ester which is an ester of sugar and a fatty acid, a fatty acid triglyceride and a fatty acid monoester, wherein the fatty acid triglyceride contains an unsaturated fatty acid as a fatty acid component. A content of the sugar fatty acid ester in the insulating liquid is preferably 0.1-10 wt.%. The hydroxyl groups of the sugar, constituting the sugar fatty acid ester preferably, have a rate of esterification with the fatty acid of 10-100%.
