PROBLEM TO BE SOLVED: To prevent leakage of an operation arrangement bringing a train diagram into a disturbed state. SOLUTION: A train 2 of 10-car formation is returned at a A station and is connected to a train 1. When the train 2 is returned at the A station and is connected to a train 3 of 8-car formation, the train 3 is required to be changed from the 8-car formation to the 10-car formation. The train 3 is scheduled to arrive at the third track of a B station, but the third track of the B station is not capable of storing 8-car formation or more.
