PROBLEM TO BE SOLVED: To prevent a guide of a cutting device from causing buckling by interfering with a crest part of a fin material. SOLUTION: A movable blade 43 for cutting is inserted in a trough part 12 to cut the bottom part of the trough part 12 with a fixed blade 42 in such a state that the guide 41 is inserted in the trough part 12 of the fin material during transferring. The guide 41 is composed of a first guide 4a and a second guide 4b. The first guide 4a is rotatably provided with a narrow width and a little larger diameter roller 41b than the width of the trough part 12 on the tip end central part so as to be inserted into the width direction central part of the trough part 12 of the fin material, and the second guide 4b is provided between the first guide 4a and the movable blade 43. The cutting device is provided with a pair of rollers 41c, 41c which are inserted following the first guide 4a to both end part in the width direction of the fin material at the trough part 12 of the fin material where the first guide 4a is inserted, and are pressed by the movable blade 43 in the transfer direction of the fin material to expand the width direction both end parts of the trough part 12 of the fin material.
