PROBLEM TO BE SOLVED: To provide a thin shock absorbing material and a thin shock absorbing layered product having excellent shock absorbing performance even if thickness is small. SOLUTION: This thin shock absorbing material is formed by mixing a filler B in a silicone gel A. In the thin shock absorbing material, the filler B contains: 1-3 pts.wt. of a minute hollow body B1 having an outer shell of a synthetic resin; and 10-30 pts.wt. of silica b2 in 100 pts.wt. of the silicone gel A. The hardness of the thin shock absorbing material is 15-60 in Asker C hardness; and shock absorbing efficiency is not smaller than 70% throughout the total range of 0.5-2.0 mm in thickness.
