PROBLEM TO BE SOLVED: To provide a method for producing a coating composition in which rutile titanium dioxide having an average particle size of 100 nm or less is dispersed in a resin solution, and to provide a method for producing a high refractive index and transparent titanium oxide/resin composition using the coating composition. SOLUTION: The coating composition is formed by preparing a resin solution, in which a resin is dissolved in a first organic solvent having a boiling point of 60-150°C, mixing a liquid with the resin solution, the liquid being prepared by dispersing rutile titanium dioxide having an average particle size of 100 nm or less in an second organic solvent having a boiling point of 150°C or higher which is higher than the that of the first organic solvent by 30°C or more, and volatilizing the first organic solvent from the resulting mixture. A high refractive index transparent titanium oxide/resin composition which has a refractive index of 1.680 or more for the light with a wavelength of 532 nm and the light with a wavelength of 633 nm and has a total light transmittance of the light with a wavelength of 500 nm of 80% or more can be easily obtained as, for example, a film by coating the coating composition on a substrate and volatilizing the second organic solvent.
