<P>PROBLEM TO BE SOLVED: To provide an oil-based ink composition for writing utensils which can form good writing in a short time without observing cissing of the handwriting formed on the writing surface of various materials and has quick-drying properties, and a marking pen housing the same. <P>SOLUTION: The oil-based ink composition for writing utensils comprises at least a colorant, an organic solvent, a resin, and an acrylic-silicone graft copolymer, and the main solvent of the organic solvent is ethanol.
