PROBLEM TO BE SOLVED: To provide an actuator that can mitigate or prevent influence on environmental temperature while miniaturization is contrived and that can demonstrate a desired vibration characteristic, and also to provide an optical scanner and an image forming apparatus. SOLUTION: The actuator includes a movable plate 21, a holding part 22, a pair of connecting parts 23, 24 for connecting the movable plate 21 and the holding part 22, and a driving means for rotatably driving the movable plate 21. The connecting part 23 is provided with an axial member 231 extending from the movable plate 21 and with a loop back part 232 that is formed in a manner connecting the axial part 231 and the holding part 22 and looping them back to the side of the movable plate 21.
