PROBLEM TO BE SOLVED: To provide a holographic recording device and a holographic recording method recording any three-dimensional images without preparing an object. SOLUTION: The holographic recording device 1 is equipped with: an optical unit 10 including a laser device 11 emitting light, an optical system (a first beam splitter 12 or the like) allowing information light beams IB1, IB2 and a reference light beam RB to interfere in a holographic recording medium 70, and luminous quantity control filters 16, 17 closing/opening optical paths of the information light beams IB1, IB2 according to pulse signals from information conversion devices 18, 19, respectively; a recording medium moving device 30 supporting the holographic recording medium 70 freely movably in a lateral direction; and an optical unit moving device 20 vertically moving the optical unit 10.
