<P>PROBLEM TO BE SOLVED: To provide a technique for preventing an MEA from sucking impurities, such as dust. <P>SOLUTION: According to a plate assembly 40, an MEA 410 is cramped with a pair of metal plates 422 and 424, and an electrolyte membrane 412 is interposed between both metal plates whose peripheries are electrically insulated.
